Top 10% class rank, NYS high school graduate, apply in senior year, accepted at SUNY/CUNY, enroll in approved STEM program full-time, NYS residency · U.S. citizen or eligible noncitizen (non-citizens may be eligible via NYS DREAM Act) · Legal NYS resident for 12 continuous months
